The pace bowler has claimed over 300 dismissals in 71 appearances with an stellar bowling average.
Australia's selection chief the selector has stated that pace spearhead Cummins will be a central figure in the upcoming Ashes series.
There were concerns that Cummins might miss the series due to a persistent back stress problem that had not yet healed.
Earlier indications from team management suggested no final decision had been made regarding his involvement, with the five-Test series scheduled to begin on November 21 in Perth.
He revealed that the captain is progressing and was "optimistic" about his chances of being involved.
"We know that the window is narrowing and multiple considerations involved, aside from the physical problem, but further aspects," the selector added.
"The outlook is good. There's strong faith that he will feature a significant role. Hopefully from the opening match. Should that not happen, we'll reassess."
Cummins was ruled out Australia's limited-overs series against India and New Zealand in the previous weeks after examinations confirmed a stress reaction in his back.
He has a history of back injuries, with flare-ups in multiple past seasons causing him to miss several home seasons in four years.
The bowler mentioned he would be proactive in his approach in his rehabilitation process to ensure his availability for the contest.
Bailey noted that it was unclear if he had started his bowling workouts as part of his recovery but admitted it was "becoming urgent" for him to be fit for the initial match.
In case of absence, veteran batsman Smith will take over the captaincy.
Versatile player Green was recently pulled out from Australia's squad for their limited-overs matches against India as a safety move because of an abdominal issue.
The selector characterized it as a "small issue and confirmed that he's scheduled to appear in the Sheffield Shield, so will be "well-prepared to resume bowling."
"We put so much time has gone into building out the plan for him to take part for the initial game as an dual-role player," Bailey explained.
"He was only going to play the initial matches in any case. His aggressive style the bat in limited-overs, if it causes any delay for another day, we just made the decision to approach this more conservatively."
